City plans don't work.

Basically, after assigning the city leader and that flying camera cutscene nothing happens. No new plots, settlers are just walking around. Tried this in Sanctuary (it reverted everything I previously scrapped btw) and the Castle. I have 21 ASAMs on me, should I put them somewhere? Tried refreshing the City Plan - nothing happens. What should I do?
 
Hm, did anyone ever find a solution to this? For some reason my city plans stopped working completely without me being aware of having changed anything. :cray

Worked fine a few days ago, then I wanted to refresh one of the city plans I was using in a settlement, and it removed everything, said it rebuild the city plan in 8 seconds, and ....nothing. No plots, no desk, no cinematic mode. I am very confused. Help :<

not saying this is your issue but I've scrapped a city plan before and since there's no remove city plan when i tried refreshing it did the same was fast like 10 secs but nothing. not sure if its the same issue or not just something that happen to me.

also have you updated to the 1.08 patch yet it fixed a lot of behind the scene's stuff for me.
 
I'm using Vortex and it doesn't mention any conflicts. I redid my load order last week and removed some mods. But i'm still keeping the extracted scripts. If it works, i'm not gonna fiddle any more with it.
I don't think Vortex checks loose files. To fix this, you would need to delete the data/scripts folder. Then run the 'verify files' through Steam, reinstall F4SE, UOFO4P (if you use them) and WSFW.
 
Having the same issues, removed a city plan to start a new but having issues replacing the city plan. Everything in my settlements have been scrapped already but the record remains and no matter how many times I try to remove the" record only" it wont go thru. Okay you guys are making sense maybe something is overwriting Im gonna extract the WSFW and WSPlus scripts and make a ba2 that will load last.
 
I have this exact issue. Have been having it since SS2 was first released, actually, on 2 different saves.
Same symptoms as the OP. I put down a city planner desk -> assign leader -> choose city plan -> asks for 20 ASAMs, and I pay for it -> cut scene -> everything previously built gets destroyed -> but nothing new gets put down. Then the cutscene ends and I'm left with an empty settlement.
Tried disabling Unofficial patch, but that didn't do anything for me.
 
Not sure if it's related, but my papyrus log is showing massive amount of errors when I trigger city plan (assign leader -> choose plan -> yes, tear it all down).

Didn't paste everything, b/c the papyrus log is 7000 lines long, all from SS2/WSFW after I trigger city plan.
 
Found the root cause to my problem, in case it helps anyone else in the same boat as me. It turned out to be a conflict with a mod called "War never changes". I suspected it since that mod is a bit of an overhaul and changes a lot of things. Disabled the mod, then tried doing city plan from an earlier save and then bam! things start to build.
Maybe this mod can be added to the known list of incompatible mods section.

SO true! Some of them (like the vault girl wink I just used) seem to be here, but they're not listed in the "Smilies" menu. I guess I'll just have to play around with putting them into writing :) ;) :-P :D :) wonder what those're gonna do lol
