City Plans bug

Whenever I try and use a city plan it goes into the cinematic mode and tears everything down, However it never goes past this. No foundations are ever built.
Don't really know what to do
Tried upping the build limit
 
im having this problem with the starlight drive in as well. nothing gets built when i try doing the city plan, all it says is that the building costs have been returned to the workbench. when i deselect the cityplan and then reselect it it just destroys the maneger bench and even ends the cinamatic early. im using only the sim settlemens 2 mod and a few gun mods, no mods that alter anything having to do with the world. is there any fix for this?
 
I would suggest turning off cinematic mode to see if that helps. I had a lot of odd issues in my games when using it.

Also, make sure you have the most recent versions of SS2, workshop framework and the ROTC plans (if using them).
A lot of times people say "Yeah, I have the latest versions....." then when they actually check -they don't.

i only got the mod three days ago but i went ahead and redownloaded it just in case, nothing changed when i disabled the cinematic mod. still just got rid of everything and did nothing else.

Also make sure you have the latest version of workshop framework.
 
Make sure you have respect build limit off and go manually change it in the workshop to about 500%. Especially if using ROTC plans. I would say the same for my plans. Starlight was 450% in my City Plan pack.
 
i have the latest version of workshop framework i redownloaded that as well. i set mine to 800% but still just says the construction costs have been refunded, im also just trying to use the base plan from the official mod

so yea its not working with any city plan. tried doing the basic one for sanctuary with 800% build boost, didnt work. got the rise of the comonwealth city plan mod and tried that but it did nothing, it even places back the ruined houses but gets rid of almost all of the other random shit in sanctuary for some reason.

Regarding the ruined houses, it depends on what the plan creator scrapped during their build process. Some creators us existing items for their plans. So if you scrap something that they have left during their build, it will return when you use their city plan.
 
im just assuming this is something that isnt fixeble. ive asked like 40 times on difrent places but nothing gives results so im just hoping this will get fixed with some patch at some point.
 
I'm sorry I wish I had more to offer. I am not using any city plans this playthrough cause I am building the settlements for my own city plan mod release. I also have used all the Rotc city plans in SS1 so I've seen them before. Even though I'm sure the port has differences I am more into building my vision for others to enjoy this time around.
 
So, this is happening with me now. I initially used a packed leader desk and selected the default city plan, the game goes to cinematic, but it aborts about 5 seconds in and nothing is built, things like food is removed though. I tried again with a desk built in the usual way, it allows me to go into cinematic mode and and that isn't aborted but still nothing is being built. I try "Refresh City Plan": nothing. I try "Recalculate Costs and Production": nothing.
I might add that this is happening on 1.1.0b, with WSFW 2.0.16. Version 1.0.17b worked fine.

EDIT: I tried using a different city plan, same result. I didn't mention that the leader desk is removed and I get the feeling this might have something to do with the issue. Is the leader desk being scrapped? Does scrapping it encrapulate the build?

The same this is happening. No matter what I did, I would not work. No new structures are being built even with Cinematic mode turned off or on. I demand this be fixed ASAP. Sorry for being rude about it.
 
I ran into this as well. I started a new game due to CTD with updates. All is updated as it should be. You build the table and after it does cinematic like others explained your table is gone and as if the settlement just went back to its original state and that is it. I usually start mine right after Jake's tutorial so that way I do not run into bugs. First time this has happened to me. Mine of course is the regular city planner desk in Sanctuary so that is the only difference. So this tells me it is happening with all city planner desks. Keep in mind this worked completely fine before, nothing, absolutely nothing except for updating SS2 has been done since. Everything else I have has been updated and no issues.
**I tried to reload an earlier save when I first get to Sanctuary before the SS2 Quest and same thing happens. No mod orders have changed no new mods since this mod worked.

Make sure designer's choice is on and unofficial patch is in the right place in your load order (if using it). Let us know if any of that fixed it.
 
Okay, here is my list of mods. Unless I'm just missing something completely, the only mod I have that could cause issues would be the Full Dialogue Interface, and I don't know actually know how/where to turn off the dialogue camera, let alone had it break any of SS2's quests. Could it be the Insignificant Object Remover? I'll try disabling that and rushing through the game real quick and see what happens.

Edit: I use Vortex as my mod manager for Fallout 4. I do have Sim Settlements 3-in-1 and IDEK's Logistics Station downloaded but disabled.
Not sure if you have got it figured out but I’m betting you have not done a few steps since it’s stuff I forget to specially with vortex.
1 delete everything the game vortex loot all of it
2 install a fresh game
3 install vortex or mo2 doesn’t matter
4 just load ss2 and it’s dependencies wsfw and hudfr
5 start a new game spend about an hour doing the ss2 / concord stuff , or get the holotape from jakes shop
6 enable all the cheats this way you can build everything
7 build a city desk then a box of asams
8 build a city plan.
that’s the basics you need to do cause at this point I’m betting your game folder is full of stuff and loose files and it sounds like you have a lot of previous ss1 stuff loaded up in vortex still. Either way when ever I start a new model game I spend a day getting stuff ready.

My designer choice on mine is enabled and the unofficial patch is in the right order. I just had it working until I started a new game. My load order is exactly the same and so are my settings.

** Quick Update on mine, mine ended up being the mod got corrupt possibly during update. I uninstalled SS2 and Workshop Framework deployed and reinstalled them deployed and now it is working as it should.

I have the same problem. I managed to do some tests and somehow the culprit seems to be Depravity. Or at least in my attempt to use a city plan in Greygarden. Somehow the city plan worked in Red Rocket though
 
For me it was vault88expansion.esp.... it has a workshop script that overwrites workshop frameworks. Once I removed that, city plans worked again.
This - not just explicitly for Vault88Expansion, but for other mods. I had this problem recently and it was because I had scripts that conflicted with WSFW. Any scripts that conflict with WSFW will prevent city plans from being built. You will want to make sure that in your scripts that WSFW is winning all conflicts. There's various ways that can be handled with various mod managers, but that is likely your problem.
