So I have an issue that not all items in my level 0 plan get built.

I did Sanctuary with 12 beds and 1 interior residential
2 recreation
3 agriculture
3 industrial
3 martial
Then 12 tato plants.

I did the two scrap and scrap baseline jsons and the level 0 json and then created the esp for it.

Now the problem is when I load the game, scrapall all, then select the plan it is missing 6-7 of the beds, all of the tato plants, all of the industrial, both rec, 1 of the martial plots, and sometimes a few of the agriculture plots.

So I redid the level 0 scan again a second time (added some pylons), and got the same results. It is always the plots, plants, and beds, everything else appears.

I was cheating and currently using the level 0 in all levels (thinking the plots got reserved for higher levels maybe.) So I redid the esp into a non level plan and got the same results.

The thing that is driving me nuts is the inconsistency. Sometimes 5 beds, sometimes 6, sometimes 1 agriculture, some times 2, and sometimes 3 plots.

Any idea where it is going wrong?

Yeah, redid all the scans entirely and still the same issue.

The two advanced industrial plots, the one industrial, the small martial plot, the one agricultural plot, 7 beds, and 12 tato plants refuse to be placed when the plan is selected.

I watched them get scanned blue as they got added and again when they got scanned green after exporting. Yet they still refuse to be built.

If I switch to the RotC plan and back or use a vault exit save it gets worse. I get only the interior residential and the interior martial. The rest of the plots are missing, same with the beds and tato plants, everything else is there.

Okay, so messing around with the transfer settlements the transferring the level 0 plan in works perfectly.....so has to be something in the city planner or website?
