Not a bug City Planner Gets Scrapped

Everytime i start the settlement build by pressing "Yes, Tear it all down" the city planner gets scrapped and if i build a new one it Associates the city with Covenant
i got fallout for pc mainly for this and some other mods please help!

The City Planner doesn't get scrapped, it just gets moved to a new location (and sometimes moves again at each city level update). So it's a perpetual "where is my desk today?" quest. But the bright side is you get to see how your city changed as you hunt for the desk. :D

The desk identifying with the wrong location got fixed in a recent patch I believe so make sure you're up to date on that.
