City planner desk and leader assignment problems (bugs?)

Hello there!
I tried searching the forums for the problem I am experiencing, but to no avail. Perhaps I am just doing something wrong or searching in the wrong way. If so, please excuse me in advance.
I am using SS2 v 1.0.3 (although I faced this in 1.0.2. as well). The problem itself is that I frequently run across a message (when entering a settlement) saying that so and so needs a desk to be a mayor. This is weird, because I use city-plans for my settlements (currently 3 - Sanctuary, Red Rocket, and Abernathy's - two latter ones are using Korvack's designs) and so the desks are installed at the right places, plus I assign leaders to them before choosing the plans. When I try to move the desk and reassign the leader either two of the things happen:
1. The leader gets assigned fine + the flag and all works for a while.
2. All desks across the settlements begin to show the last leader and settlement I selected + display the respective flag on the poles, i.e., if I went to sanctuary all desks show Sturges as leader + the US flag.
That happens quite frequently and I am not sure what I might be doing wrong.
Could it be due to some mistake in the load order or conflicting mods? I tried to avoid any such issues and think that most of my mods are compatible with each other. Please tell me if I need to provide any additional info on the matter, etc.

I have this, too.
I think it happens because the cell itself and all scripts that are contained in it, load before any player-built structures get to load. If you watch your settlement as you approach it, you may notice that the building pieces are slowly loading one after another with every step you take, even though the static buildings and people are already visible. So, your mayor is already present in your RAM, but his desk hasn't yet loaded. Eventually, as you walk closer, the desk will generate. Apart from the error message, I haven't experienced any negative effects from it.
There is a setting in the ini to make player-built stuff load from a greater distance, but in the case of Sanctuary Hills, this might be a bad idea, since the area is prone to CTDs due to its close proximity to Red Rocket and Abernathy Farm. It's often referred to as the "triangle of death". From what I understand, if you make your stuff load from a grater distance, other stuff will also load along with it, and this can overwhelm you RAM.

I have a similar issue with 1.08. When I first go the assign leader window on any settlement, I can only choose the last leader I assigned. A workaround for me has been to save my game and immediately load that save. If I get to the desk within a few seconds, the window shows all available leaders. However, and I don't know if this is a bug, but the list includes npc's that are leaders at other settlements.

The leader needing multiple desks is a prevailing issue I get it in every settlement that has a city plan. I am even upgraded to 1.0.8. As for the list of leaders not showing correctly, once you drop a desk enter the menu to assign a leader it will only show one usually. Exit the menu give it a second and try again. There is a good sized delay in it showing the entire leader list.
