Primary Bug Report Casting a Line - Raider spawns and can be killed prior to quest start

The following contains spoilers, this bug is mild and not gamebreaking:

The unnamed raider (base ID: 0A0454DD) who takes the hostages during Casting a Line pre-spawns at the hostage location stuck in the stance that he starts the quest in (holding a gun on a person that is not there.) He can be killed prior to the quest, which causes the other raiders to just stand around when you arrive, killing them still triggers the ending scene with Jake and the quest proceeds as normal, despite not hearing the dialogue. Additionally, in most run throughs that I attempted, regardless of pre-killing the raiders leader or not, at least one settler usually stays there frozen in the hostage position or just wonders the area, without the option to recruit them, though this may be an issue with Better Settlers.
 
I have already gone through the quests in a previous game.
It seems this guys is showing up early near Abernathy for the kidnapping quest.

In the previous game Wise and Berman did not leave Diamond City, they just kinda got stuck exiting Diamond City and just hung around there unresponsively.
 
I paid the raiders off and they keep respawning. It was funny because at lower level I lured the bear down from the hill and watch it kil them all. I came back later and they all had respawned.
 
I ran into this (and posted it perviously I think) where I came to rescue the settlers and the main raider I needed to talk to, I had killed previously.

I selected him (he had a quest marker on his head, even dead on the ground) and used the "resurrect" command in console.
I was able to then complete the quest.
