Caravan Food Resources not being counted for Upgrades

In my current game I have Abernathy Farm/Sanctuary/Starlight Drive-in currently hooked up through level 2 or level 3 Caravan plots. However, I've noticed that residential plots will not upgrade and show the lack of food hud icon unless the settlement itself is providing the required food amount through plots. The needs bars are still full for food and the workshop menu shows more food than settlers through the network. I can get around the issue by providing food plots at the settlement until level 3, but it conflicts with my desire for specialized settlements and keeping the settler count down at each.

I'm having the same issue. I've got a half dozen settlements (the northwest corner, basically), with Abernathy and Sunset (Sunset? Eh, the hippie commune place) both pumping out way more food then they need, and fully half the plots in the non-farming setups are showing the lack of food icon even though they should be getting the surplus through the caravan network. It's extremely frustrating.
 
I'd noticed this too, although I'd filed it with all the other bugs I keep running into that nobody else sees. Good to get confirmation though, I'll add it to the Bug Log now that other people have acknowledged it happening.

I was looking into this yesterday. I have no ag plots at Starlight. I entered the settlement after being away for a while. The HUD element on the lower left was full bars for the important stuff and no red holo icons. After about 30 sec. an update must have triggered because all me needs dropped like a rock. It took a good 15-20 min. for the HUD to go back to full bars. It took closer to 40 min. before the red holo icons disappeared.

So I looked further into it. I refreshed the power and water plot. It took a good 15 min. for the HUD bars to go back to full and a good 30 min. or better for the holo icons to go back to normal. I'm thinking there is an issue with the syncing of the vanilla resource system, virtual resource system, the HUD and the Icons. Whatever is causing these systems to update so slowly is likely why there are so many posts about not being able to upgrade and happiness dropping like a rock.

Another one I found is the partial settlement load bug. I came from the south to Gorski's cabin and later went to Sunshine. When I got around to looking at my map, I noticed Abernathy didn't have a caravan route. The partial loading caused the power grid to bug and half the settlement's plots had no power including the caravan plot. This again took forever for the HUD elements to update once the caravan plot was powered.

Hopefully there is enough in this wall of text to be useful in tracking this down... :scratchhead

Edit- I forgot my main point... I am able to upgrade plots in settlements that do not have ag plots or enough ag production. It just takes a metric forever for the scripts and HUD to reflect this.

I've been wondering about this myself. I've consistently seen the caravan routes appearing / disappearing recently. I've been keeping everything in the NW corner of the map, so RR, Abernathy, Starlight, Sanctuary, Ten Pines, and the outlier being Sunshine. I thought it was an issue with IDEKs plot removing the redundant caravan routes from the map (which according to IDEK is a merely cosmetic graphic removal), but I'm not so sure now. I've been hanging around in my settlements trying to give each a bit of time to refresh scripts, but from @msalaba post, I may not be giving enough time for scripts to process.
 
Try the 1x1 portable caravan plots in Superstructures add-on. They have a slot for 2 caravanners so if this happens again it less likely to through the entire network out of wack.
