Question Can't upgrade city plan without city leader?

Why can't I upgrade a city plan without a city leader?

Make sure you have the leader requirement turned off in the holotape/MCM should be in the city building section

I tried this and it still does not give me the ability to upgrade that settlement. Any idea why this is the case?

Do you 100% scrap collected? and you need at least 70% happiness.

A few people have mentioned this on the nexus: Leader requirement off, no problem to start the city plan, but no upgrade option unless you assign a leader (who you can unassign again after the upgrade is finished). I think this will work for ketrack, maybe it's something for kinggath to look into. Don't think anybody mentioned which Sim Settlement version they're using, though.

Hi. Long time listener, first time caller. I've noticed the option to upgrade is missing even with the Require Leader option is set to Off. However, it will upgrade automactically without a leader if that option is also turned on. I can confirm that the manual options is missing from the table when there isn't a leader, however.

I can confirm I have this issue on Sim Settlements Three-in-One v4.2.7

With Leaders OFF i dont have option to upgrade on city plan
When turned leaders on, assigned Danse, option showed up

Just upgraded, removed Danse as leader and set leaders back to off. Hopefully it wont break anything
