Solved Can't Assign Settlers

Honestly not entirely sure if this is connected to workshop framework but it's the problem mentioned in this thread: https://www.simsettlements.com/site/index.php?threads/clearing-locked-workshop-scripts.3830/

which says at the top of it 'do not use if you have workshop framework installed' so I suppose my question is 'what do i do if i DO have workshop framework installed' in regards to this issue?

If you think your scrips are backed up then posting a screen of what you have going on might be a good place to start.

If you have scrapping mods installed that could also be an issue.:scratchhead

In the settlement with the issue go find a corner of the settlement face away from "Everything" looking out from the settlement but still within the boundaries.

Give it 15min to a half-hour "seriously" do nothing, interact with nothing.

This might even fix your issue.

After waiting make a save and check it as in the video. :declare
 
The only scrapping mod I have installed is Scrap Everything - I didn't have issues with it in my last playthrough but I have changed quite a bit around this time! I'll go let the scripts work through themselves for a little while and then report back... Good to know it's probably a problem there; I'm usually very good at troubleshooting stuff but once it comes to scripts I'm totally out of my element!

I recently rolled back my own game so I could uninstall pack-attack. :umnik2

Sorry, but just like me your going to have some choices to make, or run the risk. :pardon

Cleaning it is not a guarantee, its a last-ditch effort. :sorry
 
Poking around in Fallrim Tools a bit, going to try deactivating some of the mods that are the source of all those workshopaddlocations and starting a new game, seeing if that might help! This save is still like... right at the beginning of the game so it's not that much of an issue to restart again. Thanks for helping point me towards new troubleshooting tools :)

You can install Pack Attack anytime. It is a great mod but SS and PA are probably the two most script intensive mods out there.

I think it is fine to use it if you keep an eye on your scripts. I recommend you try waiting to install it until most of your settlements are built and the plots have leveled.

Then go slower with the new building once you install PA.

Make sure you have the latest Pack Attack... he has added low power feature on most NPC's if not in combat with you, which is Vanilla AI... and you can change that number to slow down the NPC processing... so you can get the effects of Pack attack, but slowed... but better than vanilla AI... just have to play around with it...

And @RayBo is correct, 2 most heavy mods ... add in Horizon in there and it would be a trifecta.

I'd just like to report back that I narrowed down the slew of workshopaddlocations down to a handful of mods adding settlement locations (... seems obvious) and I'm presuming they all got caught in a script traffic jam or something. Took them out and started a new game with no issues :) I might add them back one at a time later, but right now, everything is working smoothly. Thanks again to @RayBo

(My pack attack is up to date, for the record!)
 
From experience, and Greslin will hate me for saying this, PANPC after 1.8.0 is over developed.
I think he hit a really good spot in earlier versions and the npc behaviour has taken a step backward now. There is so much going on in the newer versions that everything is getting backed up and npc's are not as lethal as they used to be.
I went back to 1.74 and was surprised at how much more responsive they are.
They're fucking me up real good once again.
