Question Cant assign Settlers to anything

Hi. Can't assign settlers. Can't move them to another settlements. Can't create supply lines.
Supply dialogue box opens, I choose "Red Rocket", hit enter, dialogue closes. Nothing happens. No supply line created.

ReSaver shows a dozen of "workshopnpcscript" in "active scripts". No other active scripts.

What do I do? Please, help.

Waiting till those finish did not help. Left my pc for half an hour, while my character was watching mud in the wilderness. Nothing happened, those scrpts are still active.
