Solved building cities after game start

So i downloaded all of the SS expansion packs including conqueror and rise of the commonwealth. i started a new game and used the default settings when setting up conqueror, meaning i set it to pre build all of the cities except for the story centric ones like sanctuary and the castle. but now i have completed the stories related to those settlements and i want set up a city there.

i was wondering if there was a way to "pre-build" those cities after i have started the game.
if this is not an option than is there a way to set up those settlements using rise of the commonwealth? i ask this because I can not find the city planners desk in the workshop menu.

my last question is would it be safe to uninstall conqueror without starting a new save?

No, it must be done at the start of a new game.
It is technically possible but your chances of having a stable game afterward are very low and it won't be worth the effort.
You will need to activate SS through the Holotape for workshop menu items to appear.

No mod is ever safe to uninstall, and something as complex as Conqueror is highly likely to ruin your save if you remove it.

i don't know how but i completely forgot about the holotape
i figured uninstalling it would be problematic but i thought i would ask anyway
