Builder's Toolkit

To show my appreciation for all the work kinggath and the Sim Settlements team does, I converted the remaining .pdfs from the Builder's Toolkit to wiki format. The Toolkit is such a great resource and @uituit.94 mentioned elsewhere that an update is in the works, so I thought this may help.

The .zips below have pages as text files as well as linked images.
