Can you provide more context to this post?
The OP is referencing an issue where those interiors are blank in SS2 except for some minor form information. The precombines are overwritten with nothing, the physics references are all missing, lighting is missing, encounter zone information, music and previs timestamps are all missing in XEdit for those cells. I'm not certain how big of a deal that actually is, as testing in those area's only revealed minor FPS hits, though I am running an I-5 9600K and RTX 2080S, so a minor performance hit for me might be a bit larger for others, the Record Headers match, except for the Record Flags are listed as <unknown: 14>. XEdit is detecting them as overwrites, but the cells still function at a basic level without any of the information in the SS2 cell edit being filled in, including some areas being listed as "Partial Forms'.

Here is another post about the same issue:

I would reference to Chef's comment there where he says kinggath will be taking a look at fixing this when he gets around to it. Due it being a minor issue with fps I wouldn't expect it to be a priority, but at least he is aware of it

It doesn’t really matter if it’s left empty it will carry over the info from the previous sections, the issue would be if there were changes made to the cells by ss2 that are not the same would cause problems. So blank = no big deal but there’s a few edits I found 1 changed map size from 1.000 what ever to .9000 something so I just overwrote it with the correct info and it worked as intended. Also there’s a few sections where it was set to null instead of a value that can be an issue if it causes anything not to work.

im not saying any of the edits made a difference for me cause the map one I could do a simple fix myself and I’m guessing it’s fixed on the newer hotfixes cause I didn’t see it again after.

These are what's known as dirty edits. The Creation Kit is a PITA and if you blink, it records something as a change. Then you get the joy of going line by line through xEdit to remove this crap. Just load up DLC01 once. Even Bethesda had this problem.

Just wanted to inquire on this. Missing data is still prevalent in the newest update. The interior cells are still not the only thing missing all their info, this also affects a few locations and the Goodsprings world space data. Mods that overwrite those records will help mitigate the damage, but for those users who do not have any other mods overwriting those areas this can be very problematic. This is easy to fix in XEdit, but of course all users aren't familiar on how to do it.
