Question (Bug/Annoyance) Unable to change flag in Vassal

When I try to change the flag in a Vassal settlement, I get the message "All of this settlements excess resources are committed to nearby outposts, they are unable to upgrade." I want to change County Crossing's flag to the BOS's flag, but because of this oversight/bug, it's forever stuck with the Gunners flag.

This isn't from me using the plan, or anything else on the city manager table. Just trying to change the flag.

Also, I have "Vassals can upgrade" and "control vassals" both set to ON.

Now I am going from memory which may be inaccurate, but when I first encountered this, I found a Kinggath video in which he said this was intentional. I tried at all of my BoS vassals to change the flag and was not successful.

It's a known thing and is intentional, as Slb1 said. I believe that later in the game Jammer's raiders get the opportunity to change the flags in Vassals as a sort of reward. I'm not sure when that happens as I start over waaaay too often.

On the other hand, this may be the time for a suggestion to Kinggath et al. After eliminating the Gunners, I just made Sunshine a vassal and this prebuilt has Gunner flags everywhere. Recognizing what I said above, I did try and change the flag at the City Planners Desk. No go, but hope springs eternal.
