Brae's Basic Tower No pathing to top level, stuck on steps

I'm using the mega pack and having an issue with the Brae basic tower martial plot. When using the wooden stilt supported model, and an additional stair connection to the raised platform, settlers wont climb onto the main plot or the additional watch tower. They begin to climb the stairs to the base and just sit there.

Anyone else have this issue or an idea what my problem is?
