I don't really understand how cityplans are done now, so this seems like a neat idea, it might not be feasible.
The maps in the pipboy include local terrain et al for a location. Obviously when you export settlement info you're exporting location info for every plot and object in the settlement.
My thought is to use Scaled Vector Graphics to merge those objects, trees, plots et al into a bmp/png of the settlement at each level and color it to make maps/Blueprints that can be posted in the Settlement in a 'You are here' perspective.
Not sure how this would work in multi-level settlements - I personally hate those and don't design that way, but it would be harder to automate.
Still, it seems doable, SVG is easy, you could just put icons for most objects et al and it could be generated as SVG and converted.
And it would be immensely cool.
