I made it into Shaw and finished off the mutants. Jammer and Ophelia do not initiate the scene and I'm stuck. I've tried loading back saves, resurrect, recycleactor. Nothing is working.

Been a while since we've had any issues with this quest. Unfortunately, I don't really have any solutions on Xbox. I'd only suggest to make sure you are on the latest version, roll back to a save from before you completed it and try it again.
If Ophelia is walking back to near the upended table, the scene should trigger automatically when you get close to her - no activation required.
