Bitter Reclamation .. Isaiah wont show up

.. I went and found his locket, and have stood around the rocks for several days waiting for this wannabe raider Isaiah to show up to give him back his locket but no how.

He has a quest marker (buried under ground !?) where I first met him, just north of Red Rocket, but he isnt showing up in person !

Any ideas (including console cheats ?)

I can't find isaiah to return the quest. The quest market for Isaiah is deep underground and not accessible

Here is a work around:
1) ~
2) sqs SS2_CharacterQuest_Isaiah ..... This will show stage numbers of done and not done.
3) setstage SS2_CharacterQuest_Isaiah <stage number indicating not done> ...... You have to do this in sequence together, before you exit console.
