Fixed Beds not being counted or generated in city plans

We have several reports of beds not being counted in city plans. Most of these reports come from city plan designers from the contest, with a couple of users also reporting.

Res-plots are being calculated fine, it's just vanilla beds or the upgradable bed from pbp that are not counting.
Everything is normal while being built but when city plans are used on a fresh save, neither the total bed count is reported correctly or the actual beds spawn.
It also seems that the beds are possibly being counted as work objects.

This problem begun after patch 4.0.5
Is it possible because of changes made in that patch to allow city plans to upgrade when there are no plots at L0? As per this report and subsequent fix https://simsettlements.com/site/index.php?threads/february-contest-winner-city-doesn’t-function.9474/

I know in the past I had different advice for the shelter problem. :aggro

Going forward I have taken Kinggaths recommendation and turned it off in workshop framework :acute

It also makes a city plan's max population set to just the res plot total and not the total number of beds. The checking tool in the comp holotape picks up non plot beds as work items but the tracking tool detects beds correctly.
