[Tested on 4.10 using special units from institute faction pack, with only UOFP, WSFW, SS, Conq, and Institute pack installed in that order. Issue reposted as requested]
When I recruited 5 special units (no regular soldiers at all) then tried to set up a raid, I was able to allocate up to 10 regular soldiers to the raid, even though I had none. I allocated 3 regular soldiers, then 4 type A and 1 type B special units. So the raid board said I had 8 total attackers allocated (3 regular, 5 special), even though I only had 5 total units
From this, I'm guessing the raid board is in some way counting special units towards the regular soldier count as well as in their own categories when setting up assaults
This was the only test case I did, let me know if a different set of conditions would be useful. If anyone else chooses to try to recreate this, by type A special unit I mean gen 2 synths and type B are coursers
