Foundation:
The Institute is ready to begin experimentation into the reintroduction of re-claimed species to the surface and Coursers have spied a remote island location where such a trial could go unnoticed by the surface's inhabitants.
Spectacle Island.
After repairing the boat's engine, Institute engineers were able to jury rig it, to power a small command centre with minimal staff, living in 'wastelander camoflauged' dwellings, as to not arouse suspicion by anyone not looking too closely from the mainland.
The island also doubled as a dumping ground for surface dwelling replicants who'd been replaced by their synthetic doubles.

With the initial success of the experiment, Father has decided to expand on the premise of this fledgling settlement, to make it a rudimentary testing ground for new synths, on how to fit into the wasteland. This first expansion shows synths how to build dwellings from scraps, and includes other basic necessities such as fishing and farming.
