Assigned mayor in Sim Settlements 2...now what?

I'm using Sim Settlement 2 with Workshop Framework and HUD Framework. Long story short, after I plopped down a city planner's desk in multiple settlements and assigning a companion as the mayor, going through the special cut scenes (I often skip by pip-boying out), it seems like...nothing happens? They put down a few structures and plot and the city just stops building. Some of the home plots were put down and never built up. Do I have to delete everything including the weapons/armor/drug/cooking workbenches first myself or am I missing something?

It's happening to every settlement of mine, no matter how populated they are. I've connect every settlement with a provisioner network so I'm sure every settlemtn are getting the materials they need. So what am I missing here?
 
you build a city planners desk, you assign someone to it and it asks do you wish to tare it all down and use a plan you select the plan and it flys you up into the air. Does all this happen?
 
Note that the vanilla Provisioners don't link the "Virtual Storage" between settlements, you need Caravan Plots (or something expanding on them, such as ILS) to actually share those 'virtual resources'. MOST City Plans include a Caravan Plot as one of the plots as long as you keep "Designer's Choice" switched on.

Yup! Then I press tab to go into the pip boy and exit to fly back down.
The sometimes put down a few plots, and I'll get notifications of "settlers in [settlement] has built a new home/farm/etc" notification but only for a while, then nothing else happens. Even if I leave them for a couple in game weeks nothing new gets built.

Oh, I see! Do the settlements also build them automatically or do I have to manually place them down? I remember sometimes they will build it themselves (usually in Sanctuary and Starlight), but even with them they won't continue to expand.
I'm quite afraid of placing down things would screw up the settlement blueprint (are there recommended new blueprints I can download?) and that would cause them to not build.

It should be one of the plots that it auto placed. For the City Plans that ss2 came with, once the initial "build phase" is done, it wont add anything else.
 
Oh! Well that explains everything. I thought I'm doing something wrong, I guess I'll get new blueprints.
"Rise of the Commonwealth" includes some that can "level up" and gain more stuff over time. Just make sure you get the SS2 version of that.

The plots that any plan placed should level up and be able to be changed as normal, though.

Oh wow, wasn't aware ROTC is out for SS2!

Some of the original SS2 city plans only plop down a few plots and it's done, I'm gonna download some of the user city plans...how do I install the city plans? Like individual mods?

Yep, just install it like any other mod, and once it's activated, you can go to the City Planner's Desk and 'use' the blueprint on it to choose which Plan to apply to that settlement. There's plenty of other options available too; people are uploading their "City Plan Contest" entries directly to NexusMods, if you want to go looking through those to find ones you like the look of.

Geat, thank you so much! I'd prefer for city plans that can constantly evolve over time, so I can feel the commonwealth really changing and growing as my game progress. Any suggestions? (Or even mods that does that--make the commonwealth change and develop on their own as the gameplay goes on)

The "Rise of the Commonwealth" pack is a "leveling" City Plan for every settlement location. Thats a good place to start.
In terms of the rest of the map though... thats a trickier proposition. Making changes to the world itself is very tricky - every change introduced means more likelihood of incompatibilities and crashes.
