Assault menu broken?

I have a problem with war planner´s desk->assault menue.
Why do I have only 5 soldiers in my squad when 15 are available? No matter what I try I don´t get more soldiers in my squad.

Did you "Add Max"?

I tried Add Max / Add Units. But I got les amount of soldiers. The screenshot with 4 soldiers is before add max. The second one after...

Meh.. looks like the menu is not functioning correctly. I'm not at a point in my playthrough where i can run through the menu and test it.
Have you tried to do a dynamic assault instead (Use the binoculars and flare gun) ?
