All Cities stuck at Level 0, 0% to next level.

Hello,
I've finally had a chance to test out RotC (I know I'm late) and I've ran into this problem. My cities are all stuck at level 0 with no progression what so ever. For a while, in order to fix it, I thought I needed to be more involved even though I've put the mod on easy mode (so I can have the cities work away with little involvement). I've raised the happiness to around 90% and have all needs met at 100% and I'm still at 0% progression. I've slept to meet the ~10 day cap, refreshed cities, and tried disabling (possibly) conflicting mods. I have no clue what to do.
Any advice?

Do you have realistic build times on? Not sure if that affects cities like plots, but would be more than 10 days lol...

Also make sure you hace started a City plan. If you are building yourself It Will always say 0% in the hud

I don't think so. Though to be honest I haven't seen the option before. Where can one find it?

I found the build time option, but it was turned off. So it's something else

Yeah it has. I even refreshed the cities.

try manual install of the ss mods https://simsettlements.com/web/wiki/index.php?title=Install
then refresh a city that isn't progressing and see if that works.

you could also try a new save and test if you have the same issue on that.
