How do you turn off "exiting workshop mode" when going outside the settlement boundaries?

My SS hud and my SS:C hud are not showing up. I set the load order as per the WSWF instructions, but no joy. Any other things I could check

I usually use Place Everywhere for that. F5, or F6, I always activate both during builds.
