Watch the "quest" and "dialog" videos.
Ok so I watched a bunch of Gath's questing and dialogue videos but haven't seen any implementation of anything but dialogue... I get that it probably happens the same way via phases but would really like to see an actual example.
Did I miss the specific video where this is implemented?

Load SS2 in the CK and take a look at the quest Grey Matters.
This CK wiki link is for Skyrim, but the info is both mostly valid for FO4 and more complete.
Ignore any mention of a seq file. FO4 does not use it.
