Some folks have had trouble so I thought Id offer my strategy for easymode.
Get Sanctuary and RR. Send a setler from Sanctuary to RR. No recruiting in RR.
In the workshop but some 100 water and food.
Add a bunch of defense. 2-3 advanced turrets.
Add a Bar, and the weight bench and horse.
Assign your one settler to work in the bar.
Make sure if you have SS2 resources on you have enough to pay for the shop in the workbench.
To make it faster add cats to the settlement.
Now go away and do other things. Watch the number skyrocket to a nice 100.
Add more + happy items to make it faster
