Hello i have a new save with the lastest patch and i have 7 settlement but was thinking i never see one visitor they are supposed to came at lvl 2 or is bugged for me ? cause i have only lvl 1 and 0 city for now.

Whenever the brotherhood of steel fly a Vertibird over any of my settlements they end up in a fight wiht my visitors. I see that there has been reports of them attacking caravans and inocent cats as well... Done as all others have and turned visitors of while waithing for their faction to be fixed.
