supply lines and jobs

My idea is a little complex, and may conflict with the way Sim Settlements is implemented in its current form, so I will try to simplify my idea to the best of my ability. Would it be possible... to make it so that settlement locations in the game world would already have a foundation level...

I think I may have taken a wrong turn at Albuquerque. I'm using SimSettlements on XBox One. I didn't realize the mod doesn't quite work with the Provisioner option. I tried to assign a couple settlers to set up supply lines to Sanctuary. They're not going anywhere, just wandering around...

I updated to the new hotness version and love the martial plots etc but is there still no way to assign supply lines and have the provisioner count as employed by SS? I kinda' need the supply lines in the new settlements so I have materials to build with but the provisioner doesn't count as...
