farm plots

So I have at least 5 level 3 basic farms and completed the quest with the seeds. I built an 2x2 plot and assigned level 8 endurance npc to it. Still can't see an option to build an advanced one (the same goes with generator room). Anyone knows what am I doing wrong? Is there a way to bypass that...

I have four farm plots that for some reason the plaque shows that they produce 12 each, but my settlement has 0 food !!! Initially I had other food/planters etc and farmers. I planted these and waited for them to all lvl to 3 and removed all my other plants so those settlers could work...
