Wouldn't it be better if the ScrapMe items was completely done before the build part starts? I've noticed that when you build a settlement from scratch and use the HOWTO/Manuals you start at L3 and work your way down... Using Kraggle 'Dirt' Foundations
I've been using the Kraggle's Structures to create smoothed out dirt areas in uneven places like Abernathy and Starlight to build buildings in the pretty little rows I like and people that can build up Hangman's Alley would justifiably mock.
