    Can't change default loadout, can't assign medics despite meeting all of the requirements.

    Hello I can't change the default loadout at the war planners desk, it defaults to "scrappy armor"(my outpost has a tier 3 armory and tier 3 training fields), i also cant assign medics despite having researched it at HQ and having selected it in the war planners desk, out of desperation I loaded...
