    As pointed out by Reina, WSFW allows import/export of plans of any size. It can be just one object, or even just a scraping plan with NO objects. And you can make them yourself... They work with SS2, but don't require it by default. Of course, if the layout uses SS2 plots (or other SS2 objects)...

    When you select the upgrade, after a delay, the popup will ask you to pay for the upgrade. It lists what it costs. Are you not getting this message? Logic flaw in the system when set to zero costs?

    The only reasonable way would be to have different versions of your city plan for some levels (like Industrial plots in SS1). This IS possible. The branching city plans have been setup in the background. So you could choose from a list of a few options for a city plan to level up. I don't know...

    Just a faulty memory. Rain is common there. And as you go south you get more, mixed with Rad-storms. I do believe they have added that fix, after this was posted. Nice that they tied it to the roof/skylight repair.

    Don't we have an Icon for HQ? We have Icons for the other 3 (Vanilla, Outpost, Vassal), through NukaWorld. I've seen mods do this, not just NW, so yes, it should be possible (easy..? Don't know)

    A check on Location & running quests (Old Guns) Could be setup to block that kind of thing, but it's something that would probably come later during a 'polishing phase'.

    Yes, found in the files section of Workshop Framework. Unless you need FallUI for something else, I would use HUDFramework instead. It enables you to see more things about your settlements.
