As pointed out by Reina, WSFW allows import/export of plans of any size. It can be just one object, or even just a scraping plan with NO objects.
And you can make them yourself...
They work with SS2, but don't require it by default.
Of course, if the layout uses SS2 plots (or other SS2 objects)...
When you select the upgrade, after a delay, the popup will ask you to pay for the upgrade.

The only reasonable way would be to have different versions of your city plan for some levels (like Industrial plots in SS1).
This IS possible. The branching city plans have been setup in the background.
So you could choose from a list of a few options for a city plan to level up.

Unless you need FallUI for something else, I would use HUDFramework instead. It enables you to see more things about your settlements.
