It's been a week now, and I haven't had any random crashes in Sanctuary since then, despite my settlement having grown larger than ever before. I increased the settlement limit from 3000 to 5000 (console command setav34b). I even added and removed various mods, including some heavy hitters like...
First give them the order. Then open the console, click on the NPC, and type "resetai" (without the quotes).
Note that certain NPCs (e.g. Old Paul and Lily) can never be sent to a different settlement.
I turned AutoPay off. I still don't see any costs. The ASAM tells me "Awaiting Upgrade", I click on "Upgrade Avaliable!", and nothing happens. No upgrade, no insufficient materials message, not even an error message. No feedback at all.

1. Is it possible to keep the HUD always visible, even when you're not in workshop mode? I want to be able to see my stored resources at all times, not only when I'm in workshop mode.
I set Augmented Reality to Always On, but that doesn't seem to work.

I think it's a vanilla problem. I was never able to make robots stay on their jobs for any length of time. As soon as I leave the area, all the robots unassign themselves from their jobs. Not just farms, but also stores.
The only job that robots can reliably perform, is caravan duty.
I noticed that the same is happening with all the SS2 NPCs, not just the Powells. All SS2 NPCs will only relocate after you reset their AI in the console.
The problem is not only with Frank. All three of the Powells are also unresponsive when sending them to another settlement. Also, the two female Powells never do any work. The daughter is just sitting all day on the ground in front of the Sanctuary workshop house, while the mother wanders around...

I wanted the Powells to live in Sanctuary Hills, and Franklin in Oberland Station, but it's been days now, and he still lurks around in Sanctuary. Will he eventually go where I sent him, or do I have to use more... coercive methods?

I just realised something. If I Had a Hammer actually finished before I completed the requirements. I only had 5 out of 8 agricultural and industrial plots when the commotion occurred. Is this supposed to happen? Maybe that was what broke the quest.
I entered cqf ss2_mqmaster SkipToQuest SS2_Sirick_MQ05 to see if I could bypass Casting a Line and go to the next quest. The Stranger's name changed to Jake, but he still wouldn't talk to me. No new quest started.
