Been running the latest drivers with Buffout 4/High FPS Fix/Weapon Debris Fix and maxed out settings with no issues. Even with ENB stable 72FPS across the board. Your mileage may vary but the latest drivers seems to have changed something after I CTD every 10 - 15 minutes guaranteed.
My apologies. I actually didn't look at how old the post was when I replied. We have been recommending Buffout to people to try and track issues and seeing a post from a respected member and builder was a bit of a shock and I may have responded quicker then I should have.

The problem with building anywhere is handling precombines. It's easy to do inside settlements as the engine knows how to handle them. Building anywhere however come with massive challenges and I am not sure if it makes sense considering City Plans are built based on a Settlement's layout.

Install both. It will give you the option of using people with different traits and you can choose for yourself. SS2 supports multiple selections for City Leaders of the same character with different traits.
Honestly I normally only build one settlement myself and leave the rest for SS. If you are serious into building then don't use SS for your settlement is the real answer.
