Seems like an interesting bug. I've heard some people say they won't use Sim Settlements in Sanctuary. I'm trying to understand if this is a known bug, and people just avoid it, or is this something new.
Another plot in Sanctuary went nuts. An indoor commercial plot was a level 3 clinic. There's now an entire kitchen built right over the clinic gear and an advanced industrial plot broke so bad it said to use the immersion breaker breaker on it. Did so but it didn't fix anything.

I've built up a good sized city in Santuary - between 42 and 45 plots. The city is at 25 pop and pretty much done from a build perspective. A mix of residential, commercial, industrial and 3 advanced industrial.
First issue was my logistics station (industrial plot) changed to a scrap station...
Sorry for the late reply - I ended up using [VT] Cold Fusion by Samutz. It has a little power connector right on top of the Sim Settlements power box on the internal plot pole, that a wire can be connected to.

I'm not sure, but when I read the plot description it only talked about radiant power, which works. I was trying to get into some wires / conduits, and could not make that work. There was another plot that specifically put a connector on it so that works. I just loved the look of the turbine :)
It says it's an RS building which I believe was included in one of the yearly mega packs.
I did some more research and I believe it's an issue with the building itself in that it's designed to only provide radiant power. I doubt there is a work around, so I'm gonna mark this resolved and try...
I have a Turbine Room that appeared when I built an Interior industrial plot. I didn't think much about it and it upgraded over time to level 3 and produces 47 power. Now my town is low on power and I have determined that this power from the turbine room isn't actually powering anything.

Thanks - I had disabled everything in console, but the Steam Emitter won't go. I was able to get the ring / vector looking thing that shows up, but 2 things happen:
1. The Steam itself doesn't go away
2. The Steam Emitter symbology returns once I save and restart.

I fast traveled to Home Plate from Railroad HQ. Using Aloot's Home Plate mod. The main door inside is packed with pipes, junk, a steam vent and other parts, most of which are unscrappable, and have names that seem like RotC build...
If you have the old Fallout4.exe and libScePad.dll, you can play on the old version. You'll be missing some main menu items like "Quit" but that's nitpicking.

My question is what are people doing with the two kids at Someville Place? Can't assign them to any job, or bed. I accidentally scrapped their house during the rebuild of the town so they just take up space around the camp fire.

Update for anyone who runs into this:
I did as Kinggath said, and rebuilt the bugged VIP plot and assigned the kgSIM_Story guy. It's taken a bit but he's building the building again and everything is working. :)
I just went through this same discovery and replaced Spring Cleaning with Scrap Everything. Didn't experience any issues. Nothing came back that I'd previously scrapped. I never did have the problem with plots sinking into the ground myself, but I'm pleased with the switch.
Thanks for the update - I'm not sure I even have a pre-upgrade save. Survival mode and I didn't notice the problem right away.
If that offer to show me how to get back my VIP building stands, I'd like to take up on on it. I don't mind grinding a little.
