I got a prompt when at the workbench. It said manage settlement, when I clicked it there was an option to increase the build limit.

It is speculation. But when you look a the plans it will only show one, the other levels are inside that plan.

Not sure how long you have to wait but when I played SS1 it would take sometimes a whole in-game week to level up. But I also think more things go into leveling up cities. Also, this is old but probably is very similar:
