I have a similar problem. After reinstalling the mod (1.0.1) I managed to see the Railroad, Institute and BoS plans but NOT the Minutemen one... and I am way past the "Castle quest" (I acually tried to set this barracks up in Castle). Please let me know if/how can I help with feedback/log or...
