Recording with the overlay on caused more stutter than I would like, but both the hud, and the overlay are clearly visible and illustrate my point. This was recorded using Fallout 4's "Ultra" quality. Best of luck solving the issue. I'm done.

Thuggyverse mods, like Project Valkyrie are generally incompatible with other major quest mods like SS2. It is recommended that you use them in a separate playthrough.
Automated sorting is known to break settlement mods, by putting other mods after them, overwriting settlement data. For example my Red Rocket settlements will always be broken if you don't manually sort them to the bottom of your list (where all settlement mods should be!), by many popular tree...
It is not possible to fix a corrupted workshop array from removing a settlement mod (or mod that has settlements). If you want to continue with this save, you need to add the removed mod, and roll back to a save file from before you removed it.
The rules for Season 4 include a new plot job requirement. The key word here is plot. I want to stress this, because those farmers at Warwick do not count as jobs. Vanilla jobs do not count towards this requirement. Even the city planner desk job, does not count.
