I'm closing this. This is a common occurrence when Bethesda updates one of their games. If you feel it is essential in your playthrough, there are valid workarounds that you can use while you wait for it to update.

This command literally deletes everything that can be scrapped from the loaded area. No mod can detect or prepare for this. The only workable solution is to rollback your save files.
