    Just another quick update: NBL2 is now available on all platforms, Xbox and Bethesda.net with both DLC patches included as separated mods. SS2 forum thread, Nexus page, and all pages in Bethesda.net have been updated accordingly, with all links included.

    The best you can do is to download Add-on Maker's Toolkit for Sim Settlements 2, there you will find a PDF document with a detailed tutorial on how to add your own Leaders and make your own Leader Pack, that's how I started back in SS1.
