Open up your fallout4custom.ini with notepad, and copy/paste the three lines into it. Save and close. It's probably somewhere like C:\\Users\yourusername\Documents\My Games\Fallout 4
I ran into this issue too, it might be your load order. The problem with Vortex is that it doesn't allow manual sorting of mods and uses the LOOT API to autosort everything. And LOOT, while useful, isn't always right. You might need to switch to Nexus Mod Manager or Mod Organizer 2.

There's a menu option in the SS holotape that enables and disables random clutter, have you tried disabling that? Maybe it's trying to randomize the clutter and glitching out?
