I believe the named unique settlers show up randomly, since I had different ones appear at different stages of the game in different playthroughs of the main quest line.
And I also met some out in the wild, so they might actually be wandering around between (your? all?) settlement locations...

I'm pretty sure Eli's Armour Compendium, especially, does NOT require AWKCR at all. And many (or at least some) other equipment mods don't, either. Especially newer ones, in my experience.
