I'd still recommend testing it with a save from before you first installed the settlement mod. If you're lucky, the workbench just failed to register (workshopID = -1), but it might have registered in a "weird" state instead

Such settlements cause lots of issues with SS2, it was found by investigating one of them.
Another headsup: turns out, the feature where territories selfdestruct when you install a settlement in that location has some issues. Should be fixed in the next patch, retroactively, too.
If you install a mod which puts a settlement where SS2 has a territory, that territory should now also self-destruct and put that settlement in it's place into whatever empire it used to belong.
Should... however, there might be another issue in the 302a (unless it's specific to my save), up to and including an endless loop. If your papyrus.0.log is several GB large, you are probably also affected.

That is a sign that your LO changed. SS2 really shouldn't override Pre-War Money. But I will doublecheck once it finished downloading.

Suffering from the nvidia crash myself, I tried downgrading to 531.61. This seems to have worked well enough. Still had one nvidia crash after the downgrade, but only after over an hour of playing, instead of every few minutes.

Regarding the shelter mechanics, I don't know. AFAIK it's a very buggy system anyway and should be turned off in WSFW settings :D
Regarding the snap points: You can indeed add snap points to your building's model, or spawn in objects with snap points. As mentioned above, it has been done...

Happens to me as well with a GeForce RTX 2070 SUPER. Here, the symptom is CTD either right on game load, or on cell change.

Merge City Plans? I can't think of any obvious pitfalls there, so it's probably doable.
Well, besides the OBVIOUS obvious one, in that you couldn't go from bunch of individual ones to the merged.
So, how would you want it? Run script on city plan, select target file, and it then copies over...
So, you would need a static with a semitransparent sphere mesh. Then you go through all workshop items, and if it has the power radiation AV, spawn that thing there, and change it's scale to radiationAv * factor. Sounds technically feasible, though finding the factor might need trial&error.
