Just ran into this same problem. Can't connect up settlements in Far Harbor.

Ugh, same problem with Phil here. I'm also in a weird spot where my last save was a ways back, and now I cannot reinitiate the conversation with Phil, and I have Jeff running around aggroing the entire countryside. Lol.
I had a lot of trouble with this bug in earlier saves. The reset building cache didn't fix it.
NDQ suggested it is a bug caused by using the 'unlock all plots' cheat, which then bugs all your saves. Not sure if that is poppycock or not, but I then erased all my saves and started a fresh game...
OK, so I erased all my saves and then restarted a game without unlocking all plots, and it's the first time since chapter 2 came out that I haven't had any trouble with this bug. Still seems like an odd cause to me, but fingers crossed.
I did cheat unlock all the plans, but then later played from an earlier save, so it never occurred to me that this could be an issue. It seems strange to me that it would effect prior saves, but maybe that's worth checking out.
I've been having this same problem as well. For me the problem started with 2X2 residential plots. The list of available plots would not display; it only showed random, or if sometimes it would show "Weapons". I restarted, and very early in the new game this same problem is affecting...
With Sims 2 I've had various issues with script lag crop up from time to time. Put your character in the middle of a settlement then make yourself a cup of coffee and putter around for 15 minutes or so. Sometimes it works magic.

I've been adding and removing Fallout 4 mods mid game since 2015. Never really had a problem with it. Only ones I'm really careful with are mods that add new workshops. I think the knee jerk reaction to start a new game is often unwarranted.
My workshops are now calculating food correctly. Not sure what fixed it. I did a tour of all my settlements, and I think one of them might have had that vanilla negative food bug and become a huge drain on the whole network. Sometimes a brief visit can set things right.

I've been just spamming farms. And upgrading to advanced farms, etc. My food production could feed the entire New California Republic. But even though I produce 72 food at Abernathy, they only give me 10 food because I have 10 settlers. I never get food surplus in my workshop either.
Thanks for your reply. My point is that the caravan plots don't seem to be redistributing the food correctly. All of my settlements are overproducing food, and yet the caravans strip away the excess food regardless. I've taken extra ASAM food costs into account.

I'm not sure that I don't have a team out from a previous beacon, but I shouldn't. I've never had a team retrieve a beacon. It always say there is no caravan available in range. Range can't be the issue. If Oberland to Beantown is too far, then you can't use them anywhere.
