Yes I know, Archon's int is 9 so he should be able to run his own power plant.
I see "Advanced," but not "high-tech," and only Coal appears as the Advanced option.
So is it possible to do Archon's quest but not unlock his power plant, because I still need to do something else to unlock...

If i make a Muni plot 2x2, and choose Advanced Power as the class, the only option is Coal Plant. Which i don't think Archon's fancy reactor would be.
