    Do you have the tunnel snakes from the creation club? If you do it is what is causing the issue with the quest.

    If you have the CC tunnel snakes content loaded it will be the cause of this issue not the Conqueror mod. I looked around and found out about this issue as it happened to me but after disabling the CC tunnel snakes the quest worked fine. can activate the content safely afterwards
