    Tricky question. I have to have auto upgrade turned ON at the moment I upgrade simply because having auto upgraded turned off and trying to manually upgrade it is how I trigger the pay twice bug.

    Echo, and I will also add that 26 people in one settlement is a pain in the ass almost no matter what. I would also check to make sure you have no robots and keep a whole pack of dogs there if you have the cans to spare to build a dog cage or two

    Yup, and for whatever reason, its showing the square empty box. So whatever my problems are, it is something to do with municipal power. I destroyed the old pylon and replaced it, thinking ah ha this must be the hang up but it solved nothing. Nor did starting a NEW municipal power plot
