It is a bit tricky. I just installed today as well. So go to the City Planner's Desk to build it. (like you would a holotape at the chem table).
Then it'll be in your inventory under Aid. I had to look for like 10 minutes to finally find it haha.

Is this happening when fast traveling directly into the settlement?
Have you attempted to spawn a ways outside the settlement and walk into the settlement?
Is this happening to all settlements or just a select few?
Lastly, have you heard of the triangle of death and do these settlements happen...
Ahh Figured PANPC & SS2 was still a no-go overall. Wasn’t sure with recent updates to both but I’m not even gonna chance it. Downtown Boston is crippling CTD’s usually with these two in a L/O
To be clear, city plans and plots are different. Plots will always auto/develop if you have the resources you need, or if you turn resources off they will just develop.
So you do not need a city plan to quickly develop a settlement and have it working autonomously without much intervention. The...
1. There is a mod on nexus that places an invisible marker down where other NPC’s cannot enter that area. Or they will be in there when you show up and then the mod kicks in and boots them out. That is the only way currently to setup a private home area if you don’t want settlers getting in...
If you use MCM, mod config menu, which I highly recommend. there should be a quick option to highlight unemployed under the SS2 mod tab. If not I think you can go to the city planners desk and do it in there too.
I had 2 separate NPC’s from SS2 fall under the world exactly there as well, I had to rescue them lol
We should probably post load orders & report it as potential bug
SS2 as a whole has performed extremely well for me for close to 40hrs on this play through. A few SS2 NPCs quests didn’t resolve right as patches rolled out, a few I had to rescue from the under the map (idk don’t ask) but 90% of them function properly.. except one thing ☝️
SS2 Settlers for me...
It is ridiculously strong, I had to tone it down a bit after suffering mass casualties a few times at Abernathy and Sunshine Tidings and found a good balance. I have Better Settlers_mod which had the boost to lvl 40 option for mortal settlers, so that helps some.

Haha so I manually used FO4edit and removed “protected” status from the SS2 NPC’s myself. The SSK_SetllementAttackSystem just adds a much better & lethal attack system to the game that can be customized to your liking.
Making all settlers (including SS characters) mortal + SKK SettlementAttackSystem on 100%capacity/100% difficult =:skull:skull:skull:skull
They fought bravely. We must have killed 2 or 3 times our number.
In the end... only 3 of my 10 settlers were left standing.

You know Kinggath i feel the same way despite the howling of others, but to be honest buddy I can't get enough of FO4 because 1 thing only. Sim Settlements. You guys have created something no other game has yet to touch.
