You can change the value to what ever you want so if you want to go back to what you had you would simply put the command in again with your original Charisma amount instead of 50.

That "greyed" out can't send a settler to that settlement is default Fallout 4 behavior and has to do with your Charisma level. It won't let you send settlers to settlements that already have more settlers than your Charisma level allows.

Quick Fix: Turning off the flying setting allows ASAM Vision Highlights to appear again.
