Decided a couple of days ago to try out your city plan for the first time and I shouldn't of waited so long. Easily my favorite city plan yet. Freaking well done
I started another new game with everything uninstalled except for Sim Settlements, the xpacs and workshop framework. I'm working up to Jammer now and will report back here
It's not tales from the commonwealth or we are the minutemen, so we can eliminate those two. I had those and completely uninstalled them and did a new game because I was positive one of those two were doing it, but I still got the wandering bug.
I've never downloaded any of the other ones...
I wouldn't think so. It's got to be something else since Kinggath and his testers can't seem to replicate it at all. That's why I'll disable everything but Sim Settlement mods and workshop framework and just start a clean, new game.

Just got home from work and thought I'd try to test a couple of things out. I disabled everything except sim settlements mods and the workshop mods and loaded into a save right before a slaver run. Ran in, killed everything....explody heads.

Have also tried three slaver raids and each time, right after quest completion, they all blow up.
It's weird because I also have the Jammer walkabout bug, and I saw on another post Kinggath is thinking a mod conflict, but I've gone through my load order a bunch of times and I can't see anything...
I made Deacon the head of my Red Rocket build and at first there was just two or three RailRoad soldiers running around. I left and came back and there was more and more and more. By the time Red Rocket got to level 3 and I moved Deacon out, I had to go around killing all those guys just...
Not sure if this will help or not, but I used to encounter this bug on all of my saves. It was entirely random (crash would happen at a different settlement on every save). At different times (sometimes only a couple of RoTC builds in, sometimes at 10 RoTC builds in).
